A: We have told those involved to be prepared for a long process of negotiations. However, it will be North Korea that faces difficulties if the negotiations to establish diplomatic ties do not progress.

The negotiations for normalizing relations will not start unless the families of the five returned abductees are allowed to come to Japan. Once normalization talks begin we will ask Pyongyang about those abductees whose whereabouts have not been clarified.
