さあ！諸君！捕鯨問題だ！

＞咎めたのは裏切りにあった作業部会の同僚、AEWG （生息数推定ワーキング
＞グループ）でクックを除く全員だ。それを
＞>構成メンバーはクックを入れてわずか９人です。
＞と、ことさら少数のように強調する方がおかしいと普通のモンは思うだろうな（笑）

あのねえ、問題は夏休みの宿題を新学期はじまってから９日目に持って
きちゃった子の場合どうするかという話なのよ。

科学委員会に対して期日どおりに何らかの結論を出すと、義務づけられてる
作業部会としてはとりあえず受理しない、認めないということで、それは
まあいい。

ワシの小学校の場合、新学期始まって最初の週ならオッケーだったけど、
次の週になるってのは多分アウトだったな。

だけどこれは形式上の問題でね、内容的には実際クックのモデルを検討して
みて、AEWGメンバーでも、事の重大性に気がついた人がいた。（During
review of the meeting report, the other members of the AEWG expressed
their appreciation for Cooke's work in helping to validate abundance
estimates and affirmed that they also considered such checking to be
part of the peer review process.）

で、この年の科学委員会全体会議（Aberdeen, from 5-17 June 1996）の
結論として、AEWGの結論を覆し、ノルウェーの推定値をそのままRMP（改訂
管理方式）の捕獲枠算定に代入するのは適切じゃないという結論を出した。

オッさんが紹介してくれた陰謀論サイトのファイルだと、
The Committee also agreed that some analyses should be carried out
during the coming year and completed by next year's meeting. These are:

(i) additional simulation tests to more fully explore the statistical
properties of the NCC estimator and for the purpose of further
confirmation that the software was adequately verified (Wallře
indicated that this work would be undertaken in Norway during the
coming year with respect to the method described in SC/48/NA1, based
on advice from the Steering Group, see below);

(ii) to reconcile any differences between comparable estimates
obtained from the NCC (as described in SC/48/NA1) and Cooke
(SC/47/NA14Rev) implementations by identifying the main causes of
any such differences (Cooke undertook to complete a comparable
analyses of the NASS89 and NILS '95 data for his implementation);

(iii) to further assess the implications, in terms of possible bias
in the NCC estimates, of the lack of model fit to the Bernoulli data,
with respect to the marginal distribution of radial distances (Wallře
indicated that this work will be undertaken in Norway).
となってるとことだ（オリジナルはローマ数字じゃなくアラビア数字だけど
どーでもえー）。

要するに科学委員会全体としてSC/47/NA14Revというクックの論文を
読んでみたところ、提出期限を一週間以上ぶっ飛ばした論文だったけれど、
内容は無視できないという事になったのだね。ノルウェーのモデルは
まだ３つの点で改善、補強をしないと統計学的に正当とは言えないという
ことだ。

それで、２年後の科学委員会報告がどう書いているかというと、結論的に
言って問題はまだ解決していない。（The work of the Steering Group is
described in Annex D, Item 8.3.1.1. It was unable to complete a
review of the three analyses in the time available. 　 ＜J. CETACEAN
RES. MANAGE. 1 (SUPPL.). 1999，11頁＞

要するに捕獲枠は計算できないということだ。
これを「反捕鯨派の引き延ばし作戦だ」とオッさんが主張するのはかまわ
ない。

だけど、ノルウェー政府なり日本政府が政府としてそういうことを主張する
ためには、J. CETACEAN RES. MANAGE.とか、Ecological modellingみたいな
国際査読誌にノルウェーモデルを発表してその正当性が一応「現時点での
最良の知見」のうちの一つとして認められてからじゃなけりゃだめだ。

関係ないけど、今年のノーベル経済学賞のおばさん、面白そうだね。
共有自然資産の第三の管理方式を理論化しているのだけど、スイスの
山の牧草地、スペイン、フィリピンの灌漑システムと並んで、日本の
伝統的山林管理を褒めてるね。
