Rocky road to Mid-East peace
Three members of the Quartet wanted the plan published after it was agreed last year. The fourth, the US, dragged its feet.
In its favour is the fact that the US, after defeating Iraq in a mere three weeks, is in a strong position to redraw the map of the Middle East.
昨年末に出来上がったロードマップが、パレスチナ新内閣の成立を待って公表されたのは
アメリカの主張だったらしい。
ただ、昨年末に発表せずにイラク戦争終結後に発表したというのは、正しいと思う。
おそらく昨年末のタイミングでは、これまでのサウジ案などと同様に
黙殺されただろう。
しかし、アラブ諸国の民衆および政府に「６日戦争以来」の衝撃を与えた
イラク戦争のため、中東の政治地図は大きく変わろうとしている。
このタイミングは、現状打破にふさわしい。
New Palestinian Prime Minister Mahmoud Abbas - who has little popular support - is supposed to stop the suicide bombings like the one on Wednesday, which killed three Israelis outside a pub in Tel-Aviv.
In addition, he has Palestinian leader Yasser Arafat breathing down his neck, determined not to be sidelined as the Americans and the Israelis want.
Israeli Prime Minister Ariel Sharon, who has devoted his political life to building settlements, is supposed to introduce a settlement freeze.
If he did so, his right-wing coalition might collapse.
まず、第１段階で双方がかかえる問題。
新首相アッバス氏は、きわめて人気がない。
アラファトが健在で、独自の駆け引きを繰り広げるなかで、
テロ停止をできるだろうか？
また、シャロンは入植地建設で政治生命を築いてきた男である。
そのような男が入植の凍結をできるだろうか？
Even if the two sides can overcome these initial hurdles and re-establish trust, then lying ahead of them are the big issues of Jerusalem and Palestinian refugees, which scuppered the last big peacemaking effort - by President Bill Clinton at Camp David in 2000.
For many observers, the contrast between Mr Clinton and his successor, George Bush, is striking.
Mr Clinton, in his last months in office, made Middle East peace a personal mission.
Mr Bush, seeking re-election next year, has so far shown no such commitment.
第１段階をなんとかクリアーしても、
最後の第３段階には「ボスキャラ」が待っている。
それがエルサレム問題と難民問題。
結局、第２次インティファーダがはじまったのも、このボスキャラをめぐる対立から
交渉が破綻したため。
クリントンは、任期の最後に中東和平解決を個人的な使命として
死にものぐるいで仲介した。
（歴史に名を残したかったのだろうが、その努力は評価できる）
だが、ブッシュは、そこまでこの問題に熱意を示していない。
この差が吉とでるか凶とでるか。。。。
