対イラク武力行使

During the raids, the National Guard Forces shot at the generators.
The generators are shot frequently,
Some are damaged before they're completely installed.
Each generator has been shot four or five times.
When we ask the residents how it happened they reply,
"The National Guard forces shoot at the generators."
襲撃の時に、イラク軍がジェネレーターに発砲したんだ。
ジェネレーターは頻繁に撃たれる。
実際に使用される前に破損するものもある。
各ジェネレーターが四、五回撃たれている。
住民にどうやって破損したか聞くと、イラク軍が発砲したと答える。

Why weren't the generatora fixed right away ?＞
ではイラク軍がやったということですね。
何故ジェネレーターが直ぐに修理されないんですか。

We demanded that, and they replied
"it is not possible to get into here due to security reasons."
But now with the agreement between the Electricity department and
our Red Crescent Baghdad bureau, the campaign will go on,
and the arrival of technical staff will be ensured.
This was not possible before, for the staff to come to Adhamiya.
We will carry out the work as best we can to serve the district,
God willing.
我々はそれを要求しました。
彼らは「治安上の理由でここに入ることは不可能だ」と答えました。
しかし今では、電気省と赤新月社バグダッド支局の合意によって、
キャンペーンは続くでしょう。

＜How bad was the damage ?＞
損害はどれくらいひどいんですか。

The voltage staff checked the generators and reported that
most of them are seriously damaged.
Only a few of the generators have minimal damage and can be repaired.
電圧スタッフはジェネレーターをチェックして、
大部分がひどく破損していると報告しました。
ただ少数のジェネレーターだけが最小の損傷で、修理できます。

Twelve have been removed so far.
There are some neighborhoods we haven't been to yet.
12機が撤去され、我々がまだ行っていない地区も少しあります。

Yes, this one here, it's radiator was hit,
and ordered a new one from Syria.
Because it's unavailable here in Iraq.
It cost me $1,200.
And there, the cover of that generator,
the silencer was damaged and it cost me $3,000.
Several times it was shot, but thank God
only the silencer was damaged and not the engine.
ええ、これはラジエーターを撃たれました。
新しいのをシリアから注文しました。
イラクにはないからね。
1200ドルも掛かったよ。
こっちのは、ジェネレーターのカバーの消音装置が破損した。
3000ドル掛かった。
何度か撃たれたけど、神の御加護で、消音装置だけが破損して、
エンジンは大丈夫だった。

＜Have you talked to Iraqi or U.S. officials about your problems ?＞
イラク当局かアメリカ当局に話しましたか。

In the beginning when they shot at the generators, cars and shops,
Even some people who were hurt, they said,
"Take pictures of the damage and we will compensate you."
So we took pictures of damaged cars, generators and burned shops,
but no one came to help us or compensate us.
ジェネレーターや車、店、負傷した人々にさえ
「被害の写真を撮って下さい。そうすれば我々はあなたに補償するでしょう」
と言いました。
それで我々は破損した車、ジェネレーター、燃えた店の写真を撮りました。
しかし我々に手を貸すか、あるいは補償する為に誰も来ませんでした。
