The Electricity in Baghdad, and indeed all of Iraq,
has been an ongoing problem.
As the war and occupation nearly approach their 4th anniversary,
these problems continue.
バグダッドの、そしてイラク中の電気は現下の問題です。
戦争と占領が四回目の記念日に近づくにつれて、
これらの問題は継続しています。

Although the press generally doesn’t touch on such issues,
even today in much of Baghdad,
residents only receive a few hours of electricity per day from the grid.
Those who could afford it have taken to using private generators
for much of their electricity supply.
報道機関が一般にこのような問題に触れないけれども、
今日バグダッドの多くでさえ、
住民はただ一日に数時間の電気を受け取るだけです。
経済的余裕のある人達は、電力供給用に個人的に発電機を使っています。

In areas of unrest, these private generators have often come under attack,
one of many non-traditional targets in a non-traditional war.

The electricity problems have also been a huge rallying point
for Anti-American, and sometimes even pro-Saddam sentiment.
Iraqis are quick to remind foreigners that in Saddam’s time,
after the utter destruction of the electrical grid during the Gulf War
in 1991, the electricity had basic functionality within 3 months.
電気問題は、反米の、そして時にはサダム支持感情の巨大な結集地点でした。
イラク人は、サダムの時代の1991年の湾岸戦争の間に
電気供給が完全に破壊された後に
電気が三か月以内に基本的な機能を回復したことを
直ぐに外国人に思い出させました。

Electricity is now just one of many issues that,
if solved in even a small way,
could go far in settling the intransigent resistance
and putting Iraq back on the road to stability.
電気は、現在、多くの問題の一つにしかすぎません。
もし少しでも解決されるなら、
譲歩しない抵抗を解決し、
そしてイラクを安定化の道へと戻すことができたかもしれません。

This district has suffered from a lack of electricity for a long time.
due to the damage inflicted upon the main power supplies you saw.
We launched a campaign to remove damaged generators.
In agreement with the Electricity department.
They would repair what could be repaired, and replace the rest.
この地区は主電源への損傷の為に、もう長い間電気不足に苦しんでいます。
電気省との合意の上で破損したジェネレーターを撤去するキャンペーンを
開始しました。
修理できるものは修理し、残りは取り替えます。

＜How long has the electricity been cut off ?＞
もうどのくらい電気が来ていないんですか。

For more than a month.
一か月以上だ。

＜A whole month ?＞
丸一か月ですか。

Yes, and there isn't electricity yet.
そうだ。しかも今でもまだ電気は来ていない。
