＞原文には『失敗』や『人民統治』にあてはまるような言葉はみつからない。一体、どうやって『文民統治に失敗したとあった』と解釈できるのか?

●「失敗」と解釈した理由

「失敗」はニューズウィーク日本語版（以下、ＮＷＪ）の独自の表現。俺はまずそれを証明した。これは認めるか？以下の引用は一字一句違わない。

ＮＷＪの「ネオコン流統治」という言葉を「文民統治の失敗」と解釈できるのは、アメリカが当初から軍事ではなく、文民統制官を置くことによる文民統治を目指していたのにも関わらず、抵抗勢力の攻撃が激化したことにより、前倒しで（文民統治業務を完了せずに）主権委譲を行うことになったことに指している。計画を棚上げにして、前倒しで計画の主導権を移すことは「失敗」という。

このとき、主権委譲式典がわずか数十分で切り上げられ、ブレマーが逃げるように専用機でイラクを後にしたことはまだ記憶に新しいだろう。

またブレマー文民統治官は、記事に書かれたような数々の失敗を犯すことにより、現在の武装勢力の基盤を作り上げてしまった。記事はそれを指摘している。記事が指摘しているのは、ブレマー体制すなわち文民統治の失敗だ。だから、ＮＷＪの公式タイトルが『ネオコン流統治失敗の本質』となる。なぜかわかるか？

●ＮＷＪが「統治失敗」とする根拠

記事を読んでもわかるとおり、ブレマー体制を支えていたのは、ホワイトハウスと国防総省のネオコン派だ。ＮＷＪでは名前まで挙げられてはいない。

"But the White House and Pentagon, especially Deputy Secretary Paul Wolfowitz and Under Secretary Douglas Feith, approved Bremer's decision. "I operated on very clear instructions from the president," Bremer told NEWSWEEK in a rare interview last week."

すなわち、ブレマー体制＝ネオコン流であるという解釈が成り立つ。これは、俺独自の解釈ではなく、ＮＷＪの見出しとその内容を読んで得た理解だ。ＮＷＪがなぜ「失敗」と銘打ったのか、その理由となる根拠も記事に書かれているとおりだ。抵抗の激化を招き、人心の掌握に失敗したこと。それが、記事の冒頭を読めばＮＷＪがブレマー体制＝ネオコン流統治の失敗である、と位置付けていることがわかる。

"Rule one for fighting an insurgency: military might alone won't work. You need a political strategy. That means the local population must be given reasons to turn in the insurgents: security, jobs, a legitimate government.

"Jerry Bremer was supposed to bring that to the table when the patrician career diplomat landed in Baghdad in mid-May 2003 and―rushing from meeting to meeting in his blue blazer and combat boots―sought to put a benign face on the U.S. occupation."

この最初の条件のうち、実際に満たされているのは、今回の選挙によって誕生するであろうlegitimate governmentのみ。ＮＷはいまだに治安も職も安定していないことを指摘している。そしてその原因もしっかりと指摘されている。

"One of Bremer's first big decisions in Iraq made things worse. He alienated anxious Sunni Baathist elites―who have become so central to driving the insurgency―when he decided to simply disband the Iraqi Army without pay."

"Another, Maj. Gen. Ray Odierno of the Fourth Infantry Division, was doing kick-in-the-door sweeps that involved arresting thousands of young males indiscriminately. Those tactics―much more widely used than Petraeus's―only deepened support for the insurgency."

"So did the growing population of unemployed, which was increased by a painfully slow reconstruction run by giant corporations such as Bechtel that generated more jobs for Americans than for Iraqis."

そして、これらを考慮した上で、1ページ目でこう結論付けているわけだ。

"But Bremer's decision was only one small choice in a series of miscalculations that, as the chaos of Iraq deepened, encouraged more Iraqis and foreign terrorists to join the insurgency."
