Noting my first point that all wordings in an int'l treay is binding to all state parties with exception of reservations declared by the state party, the principle of an int'l treaty is also BINDING and is the fundamental, non-negotiable points that underscore each of the statues in a treaty. And I DID NOT admit, in contrary to your misperception, that principle is non-binding.

In treaties, RULES(規則) are only used for terms such as "rules & procedures" which oftentimes is a supplementary text that accompany the main treaty. The treaty itself is a STATUTE (also“規則”in general but in legal terms, “規程”)which stipulates the legally binding terms for the state parties.
