CA Mulls Mandatory Pet Neutering

The California state Assembly has narrowly passed a bill that would fine citizens who fail to have their pets spayed or neutered. The obviously controversial law would allow owners of puppies and kittens four months to have them spayed or neutered or face a $500 per animal fine. Pet breeders would be required to pay fees for exemptions. 　 （改造しないペットの所有者には＄５００の罰金）

Supporters of the bill say it would greatly reduce the $250 million spent by local governments to euthanize an estimated 500,000 stray animals per year. Opponents argue that the new law would be an unnecessary intrusion into peoples' personal lives.
