CRAWFORD, Tex., May 23 -- President Bush and Japanese Prime Minister Junichiro Koizumi warned North Korea today that they were prepared to ratchet up pressure through "tougher measures" on the isolated communist state unless it abandoned its nuclear weapons programs.
