China said on Tuesday it is willing to negotiate the terms of a visit by a United Nations torture investigator, but diplomats and activists said that did not necessarily signal progress on the contentious issue.
火曜日の中国伝によると、国連拷問調査官による訪問の条件を取り決めようとしているが、外交官や活動家は、それが論争の原因になる問題に関して必ずしも前向きな返事とは限らない、と言った。
"As for the schedule of the visit, we are willing to, within the range of what is allowed by Chinese laws and based on our consensus and his requests, make arrangements through friendly negotiations."
「訪問のスケジュールに関して、我々は快く中国の法によって許され、我々のコンセンサス、及び、彼の要求に基づくものの範囲の中で好意的交渉による打ち合わせをするつもりである。」
The rapporteur, British law professor Sir Nigel Rodley, has been negotiating the terms of a China visit since 1999 and insisted on unfettered access to prisons and detention centres during what would be a fact-finding mission.
交渉人の英国法学教授のロッドレイ卿は、 1999年以来中国訪問の条件を交渉しており、現地実状調査団による刑務所と拘留センタへの自由な出入りを主張した。
Rights groups say torture is common in Chinese jails and is connected to deficiencies in the legal and institutional systems.
拷問は中国の刑務所では普通であり、法律上の、そして制度上の欠陥に関連がある、と人権団体は述べた。
HRIC's Woodman said China's invitation was evidence of Beijing's lack of cooperation with the U.N. on human rights.
中国の招待は、人権に関する国連への中国側の協力欠如こそが証拠である、とHRICのウッドマンは述べた。
"The Chinese government has consistently refused to accept these (Rodley's) terms, which are the terms that apply to everybody."

After Beijing issued a "friendly visit" invitation in 1999, Rodley said he wanted to visit Tibet where rights groups allege imprisoned Buddhist monks and nuns have been tortured.
中国は 1999年に「友好訪問」招待を公布したので、人権団体が主張する拘留された仏教の修道僧や尼僧が拷問にかけられているというチベットへの訪問を望んでいる、とロッドレイは述べた。
