ということは、この元は、連邦法で規定されているということですね。
アメリカの連邦法は、US Code（アメリカ法典集）に系統的に分類記載されています（ちょうど日本の六法全書みたいなもの）。現在は50のtitle(編）からなり、それぞれが、さららに章（Chapter)、節（Section)に小分けされています。

Title 4の題名は、Flag and Seal, Seat of Government and the States.

忠誠の誓いを持つ国旗に関する連邦法は、1942年に制定されています。
この連邦法に加え、ほとんどの州が、別個、独自の州法を定めています。
