The Canberra Panel
キャンベラ・パネル（審議会 ）

The Canberra Panel comprises a group of Antarctic law and policy experts convened by IFAW
(International Fund for Animal Welfare) to provide an independent strategic assessment of the
options available to Australia, New Zealand and other likeminded states to effect scrutiny of
Japan’s Antarctic whaling operations through the Antarctic Treaty System (ATS).
キャンベラ・パネルはIFAW（国際動物福祉基金）の招集した南極法、政策の専門家によって
構成されている。オーストラリア、ニュージーランドおよび同様の意向をもった国々に、
南極条約体系（ATS）による日本の南極捕鯨操業の精密な査定に効果を及ぼす可能な選択肢の
ストラテジー的な評価を独自に提供することを目的としている。

The Canberra Panel was asked to examine methodologies, timelines and mechanisms for placing the
environmental risks of Japan’s Antarctic whaling program on the agenda of future Antarctic Treaty
Consultative Meetings (ATCM) and other ATS forums.
キャンベラ・パネルは将来の南極条約協議国会議(ATCM)および南極条約体制の会議に、日本の
南極捕鯨プログラムの環境リスクを議題として上程する方法、時間的順序およびメカニズムを
検討するよう要請された。

The work of the Canberra Panel builds on previous work commissioned by IFAW, including the reports
of the Paris, Sydney and London Panels, with the aim of challenging the legality of Japan’s Antarctic
whaling program.
キャンベラ・パネルの作業はIFAWが委託した先行する作業、日本の南極捕鯨プログラムの合法性
に異議を唱える目的で作成されたパリ、シドニー、ロンドン・パネル（審議会）の報告の上に
構築された。
