The industry in Alaska is concentrated in the towns of Petersburg, Juneau, Sitka, Gustavus, Seward and Homer, the agency said.

The proposed rule, subject to public comment until Aug. 10, likely would go into effect next summer or later, Tocco said.

It would affect only Alaska waters, and would apply to all watercraft, she said.
