Since 1996, the agency has tried to educate whale-watching boat operators about the need to leave the whales alone, and has tried to convince the operators to abide by voluntary guidelines, the service said. But problems persist, so the new rule was necessary, the agency added.
``There have been people that have been observed very close to whales, and at times it's disturbed them,'' Tocco said.
North Pacific humpback whales feed in Alaska's waters during the summer. Their predictable migration schedules, intensive feeding behavior and location near coastal towns make them a good subject for whale-watching operations, the agency said.
