Rather than having me to explain what "militarism" means to me, how about we'll have you tell me what did you base your criteria on.

Japan in 1920s and 30s was in both economic and political crises. High-ranking civil officials were assassinated by militarists who thought that violence would solve everything inside and outside Japan. At least I don't see China going as far as that.
