国連の石油食糧交換プログラム疑惑に関する米上院の公聴会に自ら進んで証人として出た英国下院議員のジョージ・ギャロウエイは、「私はサダム・フセインの敵対者だったが、その間、米英政府や企業は彼に銃やガスを売りつけていた」と証言、ラムズフェルドが何度もサダム・フセインと会って銃を売ったり、銃を使う標的の地図を売ったりしたことなどを語り、会場は大騒ぎになった。
