Japan has been moving to turn the Tokto issue into an internationally recognized issue of territorial dispute in what many see as a longer-term scheme of bringing it to the ICJ, one of whose 15 justices is known to be related to the Japanese emperor by marriage.（この部分は 　 余分な話：ICJの日本人委員は皇室と婚姻関係ある・・）

The ICJ, the principal judicial organ of the United Nations, can intervene in a dispute and make judgments only when it has the mandate to do so from the two parties in question.

However, South Korea opposes going to the ICJ as it believes Tokto has long been part of its territory and therefore cannot be subject to negotiation or dispute.
