Yes, Iraq. The Reagan-Bush administration in the mid-1980s sent Donald Rumsfeld, now secretary of defense, as the American envoy to Iraq to negotiate normalized relations and to reopen trade between the two countries. That Rumsfeld successfully brokered an understanding of mutual interest and benefit between the United States and the Saddam Hussein government is a fact. It is also a fact that Rumsfeld was in Iraq in 1984 at the same time Iraq was using lethal chemical weapons against the Iranians.

Iraq's weapons were developed from chemicals and technology purchased from government-sanctioned corporations in the United States, Great Britain, Germany and France. Iraq used military helicopters purchased through the U.S. government from American corporations, as well as pilot training to fly them, to drop the lethal chemical weapons on Iran, and on the Iraqi Kurds and Shi'ite Muslims opposed to Hussein's oppressive government.
