会場で配られた案内書の中に、（財）アムネスティ・インターナショナル日本のパンフレットとオバマ大統領宛のメッセージが書かれたハガキも入っていた。

According to Amnesty lntemational's report released on 29 April
2009，however，there are a number of issues left untouched， and
some things have even gotten worse. 0nly one detainee has so far
been released under the executive review, while the future for 240
e the future for 240
detainees is still uncertain. Further, your administration adopted its
predecessor's approach to the detentions in the US airbase in
Afghanistan and has appealed against a decision granting habeas
corpus rights to some detainees held there. l urge you to take all
necessary actions and set more ambitious goals to prevent human
rights violations in the context of countering terrorism. l finally
call on you to quickly establish the bipartisan investigation you
receatly talked about， to prosecute former Bush

officials who formulated the policies of torture.

対策を講じたことを歓迎します。しかし４月29日のアムネスティの
報告書によると、手付かずの問題が多く残され、悪化した問題もあ
ります。再審査で釈放されたのは一人で、240人の被拘禁者の今後は
未定です。さらにアフガンの米空軍基地内の拘禁について、前政権
と同じ政策を引き継ぐことを決定し、同基地内の被拘禁者の人身保
護請求権を認める判決に対し控訴しました。対テロにおける人権侵
害を防止するために貴政権が必要な対策を講じ、より意欲的な目標
を設定するよう求めます。また、拷問の政策を作り上げた前政権関
係者を起訴するため、独立した調査の早期実施を求めます。
