中国の地震に続いて日本国内でも地震が起こった。被災者の救出と遺族や被災者等のケアが最優先されるべきにも拘わらず、彼等を私腹を肥やす具とする政治家や財界人の黒い噂が後を断たない。トルコの地震では、被災死亡者からの《臓器窃盗》が横行したというニュースを、当方は当時のBBCで聴いた記憶がある。以下に示す記事は、1976年5月に北イタリアのFriuli（ﾌﾘｳﾘ）を襲った地震の際、仮設住宅の発注を巡って発覚した汚職の記事。

ITALY: EARTHQUAKE SCANDAL （イタリア 地震スキャンダル）
Beleaguered Italy hardly needed another entry in its catalog of woes, but now a major scandal has broken out over the handing of relief funds for the earthquake-devastated Friuli region. Under Secretary of the Interior Giuseppe Zamberletti, the man who took charge of the relief effort soon after the quake struck Italy's northeast corner sixteen months ago, has been forced to resign. Both Zamberletti's personal secretary and the former mayor of one of the region's hardest-hit towns were jailed on charges of corruption and embezzlement. And another local mayor has been detained for holding aid money in his private bank account. 切り身に塩を擦り込むようなことが痛手のイタリアによもやあるまいと思いきや、地震被災地のフリウリ地区に対する復興基金の取り扱いを巡って、今や大きなスキャンダルが持ち上がってしまった。内務長官Giuseppe Zamberlettiの元で、16ヶ月前（※1976年5月）イタリア北東先端部を地震が襲って間もなく復興事業を担ったその男が辞任に追い込まれた。Zamberlettiの私設秘書と被災地の町の内一つを管轄していた前町長の両人が汚職と横領の容疑で投獄された。更に別の地方の町長が自分名義の銀行口座に救援金を貯えていたことで留置された。
The problems began last August when Zamberletti assigned his aide Giuseppe Balbo to the task of the finding a construction firm to provide some of the 20,000 prefabricated homes needed to shelter earthquake victims. After sifting through hundreds of bids, Balbo settled on a Savona-based import company called Precasa. The firm was not in the construction business, but would furnish the needed housing through its contacts in the industry. Contracts were singed -- but then the deal began to unravel. 事の発端は去年の8月、Zamberlettiが彼の助手Giuseppe Balboに地震被災者向けの二万戸の幾つかを提供する建設会社を見つける仕事を命じた。何百社もの入札をふるいにかけた後、Balboはサボナ(Savona)を拠点とするPrecasa社という輸入商社に絞り込んだ。その商社は建設事業を手掛けてはいなかったが、業界では請負で住宅を供給していた。契約が取り交わされると、その取引は綻び始めた。
Precasa president Renato Carozzo went into civil court in Savona and promptly declared that Balbo and Girolamo Bandera, the ex-mayor of Maiano, had demanded payoffs amounting to 10 per cent of the total cost of the housing in exchange for the contract. And, in the course of his sworn testimony, Carozzo also implied that other construction firms involved in the housing negotiations had agreed to similar payoff schemes. Precasa社の社長Renato Carozzoは、直ぐにBalboと前Maiano市市長のGirolamo Banderaが、契約の見返りに建設費用全額の10％の賄賂を要求したことをサボナで民事裁判に訴えた。彼の宣誓証言で、建設契約の交渉に関わった他の建設業者も同様の賄賂工作に足並みを揃えていたとGarozzoは仄めかした。
