WASHINGTON (AP) - The Bush administration is sharpening its demands on Israel and talking to Arab governments about bringing democracy to the Palestinian Authority ( news - web sites) amid disclosure Yasser Arafat ( news - web sites) authorized a $20,000 payment to a group that claimed responsibility for a suicide attack in Jerusalem.
