◎Reuters: Koizumi said planning trips to China and South Korea

TOKYO (Reuters)
Japanese Prime Minister Junichiro Koizumi, sensitive to charges he has slighted Asia in his diplomacy, is trying to finalise plans for quick trips to China and South Korea, diplomatic experts and media said on Thursday.
Koizumi would likely meet Chinese President Jiang Zemin on Monday in Beijing and South Korean President Kim Dae-jung in Seoul a week later, Japanese media said, although top government spokesman Yasuo Fukuda declined to confirm the reports.

Seoul has said it understands Japanese participation in the U.S.-led coalition as long as it stays within the bounds of its pacifist post-war constitution.
But South Korean media have been critical of the moves by Koizumi, whom they see as having shifted Japanese policies to the right during his five months in office.
CONCERNS, FRUSTRATIONS
........<中略>.......
Koizumi is to attend the October 20-21 Asia-Pacific Economic Cooperation (APEC) summit in Shanghai.
Diplomats are worried that if Jiang and Kim gave him the cold shoulder at APEC, Koizumi would lose face on the world stage.
Among the operations the government wants the new law to cover are dispatching military forces to provide rearguard logistics support such as medical services and supplies, and sending troops to provide humanitarian aid for refugees.
The government is also considering the dispatch of naval vessels to the Indian Ocean under the rubric of information gathering and research as allowed under existing law.
"In the short term, China cannot be critical," said Keio University Professor Tomoyuki Kojima. "Longer term, they must inevitably be on their guard."
BEARING GIFTS?
China is also keen to see Koizumi take some sort of action that would back up his verbal reassurances and soothe the anger sparked by the textbook row and his visit to Yasukuni Shrine, diplomatic experts said.
"China wants him to come, but not without a gift," Keio's Kojima said.
Diplomatic sources said, though, that Koizumi would not offer an apology for the Yasukuni visit and would almost certainly refuse to promise not to go again.
How far some action on the economic front would suffice to warm up chilly ties also remains unclear.
Tokyo has been moving towards reducing its economic aid to China, partly out of a need to curb Japan's huge public debt and partly due to political pressure from lawmakers who fear that the funds flow to China's military rather than development projects.
The two nations have also been feuding over a sharp increase in imports of cheap Chinese goods such as leeks, mushrooms, and towels.
