IMF nor the World Bank are not charity organizations.
IMF is an international organization that oversees the global financial system by observing exchange rates and balance of payments, as well as offering financial and technical assistance.
World Bank is a bank that makes loans to developing countries for development programs with the stated goal of reducing poverty.
But the project proposals of borrowers are evaluated for their economical, financial, social and environmental aspects to ensure that they are viable before any amount of money is distributed.
Under that terms, may Kim Jong-il Administration be borrowed money?
