There have been news reports that the Republic of China flag has been raised over the Senkaku Islands which have been administered by the U.S. as part of the Ryukyu Islands. What is the U.S. Position regarding the future disposition of the Senkaku Islands ?
琉球列島の一部として米国の施政権下にある尖閣諸島に、中華民国の国旗が立てられたという報道があるが、尖閣諸島の将来の処置に関し、米国はいかなる立場をとるのか。


回答
Under Article Ⅲ of the peace treaty with Japan, the U.S. has administrative rights over the "Nansei Shoto." This term, as used in that treaty, refers to all islands south of 29 degrees north latitude, under Japanese administration at the end of the second world war, that were not otherwise specifically referred to in the treaty. The term, as used in the treaty, was intended to include the Senkaku Islands. Under the treaty, the U.S. government administers the Seenkaku Islands as a part of the Ryukyu Islands, but considers that residual sovereignty over the Ryukyus remains with Japan. As a result of an agreement reached by President Nixon and Prime Minister Sato in November 1969, it is anticipated that administration of the Ryukyus will revert to Japan in 1972.
対日平和条約第三条によれば、米国は「南西諸島」に対し施政権を有している。該当条約中のこの言葉は、第二次世界大戦終了時に日本の統治下にあって、かつ、同条約中ほかに特別の言及がなされていない、北緯二十九度以南のすべての島を指すものである。平和条約中におけるこの言葉は、尖閣諸島を含むものであることが意図された。該当条約によって、米国政府は琉球列島の一部として尖閣諸島に対し施政権を有しているが、琉球列島に対する潜在主権は日本にあるものとみなしている。1969年11月の佐藤総理大臣とニクソン大統領の間の合意により、琉球列島の施政権は、1972年中に返還されることとされている。


質問
What would the U.S. postion be if a conflict acrose over sovereignty over the Senkaku Islands ?
もし、尖閣諸島に対する主権の所在をめぐり紛争が生じた場合、米国はいかなる立場をとるのであるか？

With respect to any conflicting claims, we consider that this would be a matter for resolution by the parties concerned.
主権の対立がある場合には、右は関係当事者間で解決されるべきであると考える。
