The provisions of the Berlin convention showed the desirability of formulating a general rule of international law upon the subject. In consequence, the question was taken up by the Institute of International Law, which offered in 1888 a Draft of an International Declaration Regarding Occupation of Territories

The provisions of the Berlin convention showed the 「desirability of formulating a general rule of international law」 upon the subject. In consequence, the question was taken up by the Institute of International Law, which offered in 1888 a "Draft of an International Declaration Regarding Occupation of Territories." The Draft 「proposed」 that taking of possession should be carried out "bay the establishment of a responsible local power, provide with sufficient means to a responsible local power, provided with sufficient means to maintain order and assure the regular exercise of its authority within the limits of occupied territory." It was further 「proposed」 that, in the notification given take possession, a statement should be made of the approximate limits of the occupied territory.
