パレスチナ自治政府に首相職−−アラファト議長が近く任命

【エルサレム海保真人】アラファト・パレスチナ自治政府議長は１４日、自治政府に首相職を置き、近く新首相を任命することを明らかにした。
自治政府改革を求める米国など国際社会の要求に応えたものだが、首相の権限がどの程度になるかは、まだ不鮮明だ。
アラファト議長はヨルダン川西岸ラマラの議長府で記者団に、国会に相当するパレスチナ評議会を招集し、詳細を詰める方針だと説明したが、任命の期日や候補者名は明らかにしなかった。
首相職の新設は米、欧州連合（ＥＵ）、国連、ロシアの４者が、イスラエルとの和平を仲介する中で、自治政府側に要求。米は首相職設置によりアラファト議長の権限を弱めることを狙い、イスラエルも同調している。

イスラエル首相、パレスチナ改革派閣僚と秘密会談

【エルサレム＝当間敏雄】当地の報道によると、イスラエルのシャロン首相は１６日、パレスチナ自治政府のファイヤド財政相と秘密裏に会談した。今月５日のクレイ・パレスチナ評議会（国会に相当）議長との段階的停戦をめぐる秘密会談に続くもので、今回は、自治政府への送金停止の解除問題などが話し合われたという。

ファイヤド財政相は、自治政府の財政透明化に積極的に取り組んでいる改革派の有力閣僚で、米国は、自治政府に新設される首相ポストにファイヤド氏の就任を希望しているとされる。シャロン首相が同氏と接触したことは、アラファト自治政府議長を迂回した対話ルートを確保する狙いといえそうだ。

Sharon met Parestinian Cabinet Minister

In an apparent bid to persuade Mitzna that he and Sharon -- both former generals -- could find common ground, Israeli government sources disclosed before Monday's meeting that the prime minister recently held talks with leading Palestinians.

They said Sharon met Finance Minister Salam Fayyad, who has spearheaded reforms which international peace brokers have demanded in the Palestinian Authority.

Fayyad has been touted as a possible prime minister under President Yasser Arafat, who bowed to international demands by announcing last Friday his intention to establish the post under a peace "road map" proposed by the U.S., European Union, U.N. and Russian "Quartet" of peacemakers.

Israel's Channel One television reported that Likud negotiators also tried to sweeten any coalition deal with Labor by promising the party two of the top three ministerial posts -- defense, foreign affairs and finance -- in the next cabinet.

Should negotiations with Labor fall through, Sharon could opt to put together a coalition with a combination of ultranationalist, religious and centrist parties. Under Israeli law, he has until the end of March to announce a new government.

But without Labor, he would likely control only about 70 seats in parliament, making his coalition unsteady and Likud more susceptible to its partners' political demands.
