さてとSC-61-Rep1.pdfですか。これはJARPN2のリビューですが簡単に訳すと
「For genetic studies, skin and outer layer blubber samples may be collected by non-lethal remote biopsy sampling methods from free-ranging baleen whales. Biopsy sampling from free-ranging baleen whales is now commonplace and thousands of biopsies have been collected in this manner; this includes (although relatively few) minke whales」
要約：生体標本採集は比較的少数だがミンク鯨にも実施されている一般的な方法
「Current methods consist of relatively light equipment and the collection of samples is typically conducted from light open boats at close range. Heavier, rifle-based, long-range biopsy equipment for high seas conditions have been developed as well」

「比較的軽いボウガンの矢が風力の影響でそれやすいということなのですが、捕鯨船甲板の高い位置から狙うほうが、低い位置のゴムボートより、同じ距離でもより多くの風力の影響を受けるのは当然ですね。」
なんて仮定をすること自体が無意味。（ボウガンが日本の調査のような外洋で使えないのはレポートから分かるでしょう？その為により重量、射程のある装備の開発の必要性が述べられているんですから。）
