科学委員会レポートでAnnexM1とかAnnexM3とか書いてある「諸見解」
とりあえず原文貼っときます。これまでの科学委員会で数学、統計学について
顕著な貢献があるのは明らかにAnnexM3の筆者たちなんだけどね。

Comments on Moratorium Proposals (Agenda Item 8.1)

M1. MANAGEMENT REGIMES FOR WHALE STOCKS
F. Nagasaki

The fundamental principle established in the Scientific
Committee is that whales should be managed on a
stock-by-stock basis. This principle has been repeatedly
confirmed in the past exhaustive deliberations of the
Committee on moratorium and other blanket management
proposals. A moratorium proposal would be consistent
with this principle only in cases where all of the stocks
covered by the proposal were scientifically judged to be
under complete protection. i.e. no catches from the stocks.
In view of the results from the Committee's deliberation
this year, there is no doubt that this is not the case. For
instance, with respect to the stocks of minke whale in the
Southern Hemisphere, the Committee recognizes that the
stocks are in a very good shape. Hence , all members of the
Committee recommended to allow catches of these stocks
although the recommended figures for catch limits are
different. In addition, the Committee found this year that
even the stock of bowhead whales which is in the most
depleted condition may survive under exploitation. This
finding proved that in terms of the conservation of whales,
no scientific basis can be found to exclude all catches from
stocks which are currently exploited and are considered to
be in a far better condition than the bowhead. (It should
also be noted that there is no scientific basis upon which a
stock exploited by subsistence whaling can be distinguished
from other stocks.)
Cessation of whaling implies abandonment of whale
management aimed at better utilization. lf a cessation was
applied, the status of 'do-nothing' for the management of
whales and whaling would prevail. How could we obtain
biological information (particularly on population
dynamics) from a whale stock under such cessation? Are
we collecting effective data, for instance, from those stocks
classified as Protection Stocks for reliable population
analysis? If whaling operations in the Antarctic cease, it
will be extremely difficult to carry out systematic sightings
survevs. We all know that the most valuable information
on the stock sizes of minke whales in Antarctic waters are
collected from sightings investigations. Although the
Committee has encouraged extensive mark-recovery
experiments on whales, almost no information can be
obtained from marking experiments under a moratorlum.
Absence of biological sampling such as ear-plugs, teeth,
ovaries and others, no doubt, will have an adverse effect
and introduce more uncertainties into stock assessment.
How can we make reliable analyses without these essential
samples? ln conclusion, I would again emphasize the
principle that whales should be managed on a
stock-by-stock basis.
