6.結果の概要
監視取締制度を中心に改訂管理制度（ＲＭＳ）について協議を行ったが、実質的な進展を見るに至らなかった。本件に関する次回協議は、本年７月の第53回ＩＷＣ年次会合（ロンドン）で行う予定である。
なお、現地（モナコ）にて森本稔ＩＷＣ日本政府代表及びスカゲスタッドＩＷＣノルウェー政府代表の連名で別添プレスリリースを英文にて発出した（仮訳添付）。
（仮訳）過剰な要求が、再度、国際捕鯨委員会（ＩＷＣ）における進展を停止
今週モナコで開催されたＩＷＣ会合で、日本及びノルウェーは他の捕鯨推進国とともに、反捕鯨国、特にニュージーランド、英国、米国の態度を強く非難した。
改訂管理制度（ＲＭＳ）を完成させるために招集された本ＩＷＣ会合は、ＩＷＣの決定プロセスを目下停滞させている膠着状態を克服することに失敗した。
森本稔ＩＷＣ日本政府代表及びスカゲスタッドＩＷＣノルウェー政府代表は、進展がなかったことに失望し、本ＩＷＣ会合の最後に共同ステートメントを発出した。
「我々は、改訂管理制度採択へ向けて実質的な進展を見ることができなかったことに強く失望した。しかしながら、反捕鯨国の従前の態度には驚きはしなかった。これら反捕鯨国は、鯨類資源の持続的利用に反対していると公に述べている。にもかかわらずこれら反捕鯨国は、資源の豊富な鯨種を対象にした捕鯨の再開を認めるための交渉プロセスに参加し続けている。改訂管理制度を非現実的かつ実行不可能にしようと過剰な要求をし続ける反捕鯨国の方策は、真摯な協議の態度ではない。
国際捕鯨取締条約により、国際捕鯨委員会（ＩＷＣ）は鯨類の持続的利用を管理するよう義務づけられている。反捕鯨国の代表団は、国際捕鯨取締条約に基づく彼らの義務を無視している。
我々は、全てのＩＷＣ加盟国に対して、荷物をドアのところに置いて、改訂管理制度を完成させようという真摯な意図をもって次回のロンドンでのＩＷＣ会合に戻ってくることを要請するものであり、仮に改訂管理制度に公に反対する加盟国があるのであれば、そのような加盟国は交渉のテーブルから立ち去ることを要請する。」
Excessive demands halt progress at IWC …again
Japan and Norway joined other pro-whaling nations in condemning the stance of anti-whaling countries, particularly New Zealand, the UK and the USA, at the latest IWC meeting held in Monaco this week.
The meeting, which had been called specifically to try and finalise the Revised Management Scheme, failed to overcome the deadlock which presently paralyses the decision making process of the Commission.
Minoru Morimoto and Odd Gunnar Skagestad, the Japanese and Norwegian Commissioners to the IWC, frustrated at the lack of progress, issued a joint statement at the conclusion of the meeting
“We are extremely disappointed that we failed to make substantial progress towards the adoption of RMS, but with the previously recorded positions of the anti-whaling countries we cannot be surprised. These nations have publicly stated that they are opposed to the sustainable use of whale resources yet they persist in taking part in the negotiating process designed to allow the resumption of whaling for abundant species. Their continuing tactic of insisting on the inclusion of excessive demands that will make the system impractical and unworkable, does not represent good faith negotiation.
The IWC is obliged by the International Convention of the Regulation of Whaling to manage the sustainable use of whales. The anti-whaling delegates are ignoring their obligations under this International Treaty.
We appeal to all members of the IWC to “leave their baggage at the door” and return to next meeting in London with the intention of completing the RMS in good faith, or, if any members remain openly opposed to the RMS, to leave the negotiating table.”
