I agree with your opinion. I think that although scholarship is important, it cannot be the only thing that is considered. For example, I'm studying at the University of Toronto. Before I entered this university, I applied for atotal of 3 Canadian universities,and they all accepted me. U of Toronto offered me Cdn$4000; U of Waterloo offered me Cdn$5000; and Queens University offered me Cdn$8000. I chose U of Toronto because it is the most famous university in Canada. Anyway,offering me scholarship does not mean I must like Canada (but I do). What is important is how I feel living in the Canadian society. I can say that I like Canada a lot because the people here don't discriminate against minorities (in many cases, they helpminorities) and very friendly towards foreigners. When I graduate from U of Toronto and return to Hong Kong or China, I'm proud to tell them I love Canada and Canada is a very friendly and nice country. And you must know that I may not be the only one returningand there are many others. If all of them return and some of them become government and business leaders in the future, Canada will encounter a lot of "pro-Canada" Chinese policy makers or business leaders.
It is true that Japan offersscholarship to foreign students and it is indeed very helpful to many foreign students. This is very good and I'm sure many students who received scholarship will thank Japan for that. However, that is not the end of the story, if they encounter discriminationin classes or in society in general, they will not be happy no matter how much money Japanese universities give them. For example, if you're always called derogatory names by Japanese people, they will be angry. When they return to China, theirnegative experience in Japan will impact on their lives forever. Anyway, I think that in general, Japanese people are friendly, but I also know that Japanese people have this subtle discrimination against foreigners, this will be a major obstacle indeveloping friendly relationship with people from other countries, especially ones from neighbouring countries.
