``While we know with near-certainty of al-Qaida involvement in the
September 11 attacks, there's also an enormous amount about September 11

He said it's clear that militant groups cooperate with one another and,
even if they didn't play a role in the hijacking attacks, they could pose

``We're out to find those people, we're out to break these networks. In
our view, they're already proven to be deadly and dangerous. And we're

Before leaving Brussels, Wolfowitz called on NATO allies to help gather
intelligence on terrorist operations, join the United States in seeking to
locate and block their financial assets, and to strengthen their own

He said at this stage, such actions are likely to produce more results
than military strikes - although he suggested that strikes, too, would
come in due course as the United States continued to move ships, aircraft
