アラブ人は、征服する民族であった。聖なる書『コーラン』は、他民族すなわち軽蔑すべき「ズィンミ」(服従者)に対し、すべての要求を押し通そうとする彼らの立場を鼓舞し、また反映する内容となっている。最終解決に向けて交渉するという考え方自体が、原則を曲げることであった。停戦や休戦は必要かもしれないし、のちに武力を行使するという選択肢を残しているがために受け入れ可能である。しかし条約は一種の敗北に見えた。これこそアラブ人が難民の定住を望まなかった理由である。難民がアラブ諸国内部に落ち着いてしまえば、戦いの道徳的根拠が最終的に失われてしまう。カイロ放送は言った。「難民はイスラエルに対するアラブの闘争の礎石である。難民はアラブ民族、アラブ・ナショナリズムの武器である」。
