カシミールでの12年続いた分離闘争も陰りが見えてきてます。カシミーリ達の間で募る暴力への嫌悪感が生んでいるのでしょう。
90年初頭カシミーリはゲリラ達に宿や食事、地元のガイドなどとても協力的だったのだが、パキスタンから押し寄せてくるイスラム過激派達にはこりごりのようだ。
最近はゲリラにも非協力的な姿勢を持つ人も多くなった。地元の人達からの助けなしではゲリラ戦は続かないだろう。孤立したゲリラが投降するのも無理はない。
なんといっていいか、このまま終わったら独立闘争のために命を捨てた8万人の人達が
可哀想だ。
12 more Pak-trained ultras surrender
SRINAGAR, June 5: Twelve Pakistan-trained militants today surrendered before authorities in Kupwara district, just days after a large batch of Hizbul Mujahideen ultras had given up arms in the Valley.
Militants, belonging to different pro-Pakistan outfits surrendered in the frontier district, raising the number of terrorists shunning the path of violence in the past five days to thirty-three.
The militants, active in Handwara-Kupwara belt from eight years to one year, surrendered to civil administration in the presence of Commander, 7-sector Rashtriya Rifles Brig B S Ghotra at Drugmulla.
Ghotra said the militants belonging to Hizbul Mujahideen, Al-Barq, Zarb-e-Islami and Al-Fateh outfits were operating in Rajwar and Ramhal forests of Handwara.
The surrender is the result of joint efforts by army, police and many intelligence agencies in the area along with the families of the misguided youths, he said.
Ghotra said these militants want to join the mainstream and lead normal life instead of living like fugitives in the forests.
Most of the surrendered ultras are illiterate and belong to poor families of farmers, he said, adding they were either duped or coerced into joining militancy. Their disillusionment with "Jehad" began during training itself and continued after reaching Kashmir, Ghotra said.
The surrender by these militants is likely to give impetus to others to follow suit and thereby, bringing normalcy and peace to the Valley, Ghotra said.
He said there is a latent ground swell within the public against militancy which could, sooner than later, manifest itself into positive indicators of normalcy.
A huge quantity of arms and ammunition and other warlike stores were handed over by the surrenderees, he said. (PTI)
