Taliban Envoy Appeals for Talks and Food

QUETTA, Pakistan (Reuters) - Afghanistan's ruling Taliban appealed Tuesday for peaceful negotiations to head off possible U.S. military strikes over its refusal to give up Saudi-born Osama bin Laden, the United States' most wanted man.
Addressing a news conference in Quetta, near the Afghan border, the Taliban ambassador to Pakistan, Mullah Abdul Salaam Zaeef, insisted his movement did not want conflict and appealed for talks.
"Starting a war is not easy or simple, and it has a very bad future (outcome)," Mullah Zaeef said.
"We prefer negotiation and peace," he said, adding that Afghanistan had already suffered 20 years of war and famine.
"We do not want to compound the problems of the people, the country or the region...We and our people...and all the Afghan people need food, need aid, need shelter -- not war."
But the bearded, bespectacled envoy reiterated the Taliban's refusal to hand over bin Laden, Washington's chief suspect in the September 11 attacks on New York and the Pentagon, without proof of his involvement.
"Surrender is not the way...We need evidence, we need proof," he said. "We want justice. We don't want to surrender (anyone) without evidence, without proof."
"We are always ready for peaceful negotiations," he said.
"We call all peoples, all countries to negotiate. We are part of the world. We are happy to help with any word, any action, that is peaceful."
Mullah Zaeef said he believed bin Laden was in Afghanistan, but he said he did not know where.
Asked when he thought the United States and Britain might launch strikes against targets in Afghanistan, Zaeef said: I don't know." The envoy brushed aside a question of possible Taliban involvement in a Loya Jirga or Grand Council of Afghans to settle the country's future, with former monarch Zahir Shah playing the role of temporary coordinator.
"There is no role for Zahir Shah in Afghanistan," he said.
Afghan opposition groups in exile as well as forces battling the Taliban inside Afghanistan have tentatively agreed to try to set up a grand council under the ex-king's leadership.
The Taliban emerged from the wreckage of the Soviet occupation, with many young and impoverished men in refugee camps drawn to its hard-line version of Islam. Pakistan has been active in helping it consolidate power in most towns and cities.
