Try doing what has worked elsewhere. The economy of Hong Kong, for example, had started growing so fast, after the government of Hong Kong had stopped regulating it, that the standard of living over there had surpassed those of most nations.

The economy of Singapore has been deregulated more than that of most other nations also. As a result of that, it started growing so fast that the standard of ling in Singapore has also surpassed those of most other nations.

In Europe, the economy of Switzerland was regulated less than that of any other nation that has a population of one million or more, until recently. The standard of living in Switzerland is still higher than it is in any other European nation that has a population of one million or more and does not export oil.

In the Western Hemisphere, U.S. economy is the least regulated, or at least it was the least regulated until recently. U.S. has the highest standard of living in the Western hemisphere because of that.
