対米全面テロ

To His Excellency, Mr. Kofi Annan, Secretary General of the United Nations.

Mr. Secretary General, I li__il would like to report my personal opinion respectfully in view of the situation in recent global affairs.

The worsening economic gaps between the rich and poor have been unveiled during the past few months by nature of globalization. Moreover, changes ignited by the simultaneous terrorist attacks in the United States have unleashed an economic confusion throughout the world which appears to have shrunken the scope of world economy as a whole. Argentina's situation was based on the heavy debt burden which has caused economic and social unrest, and our own country may also be prone to this phenomenon. Obviously, there are no quick remedies for these phenomena.

With these underpinnings, I li__il would like to suggest that under UN leadership, paper money be gratuitously distributed throughout the poorest LDCs, and to adjust economic impartialities, the G7 countries be asked to allow measures to reduce overall debt balances.

Prompt implementation of these two measures may not only facilitate the elimination of poverty as a cause of terrorism, but the world could also benefit from casting itself out of this economic turmoil. As an optimum start-up of the program, I would suggest implementing the gratuitous distribution of paper money. It would be my honor to have you review this proposal. Thank you.

拝啓 アナン国連事務総長殿

私事、li__ilは昨今の世界情勢を鑑み、謹んで意見を上申させて頂きます。昨今の世界情勢は、経済的に貧富の格差が露呈されて来て、グローバル化に拠って各国の窮状が窺い知れる時代と成りました。また、アメリカにおける同時多発テロを契機に、経済的混乱等が世界経済を縮小させる事態と成って居ります。アルゼンチンに於いては重債務残高に因り、経済・社会的混乱が起こりつつあります。わが国も、また然りです。これらは、一気に解消出来る事象では無い事が、明白であります。

そこで私事、li__ilは一つの提案をするものであります。それは、国連の主導の下、最貧困諸国には最低限の生きる為の紙幣を譲渡する。それと、その不公平さを是正する名目で、先進諸国には債務減免措置を講ずると言うものです。この提案が速やかに実行され得れば、テロの原因たる貧困問題を解決する事が容易でしょう。また、世界中の経済的混乱からの脱却も図る事が可能です。取りあえず無償奉仕で紙幣を発行するのが、上策と思われます。是非とも御一考の程、宜しくお願い致します。
