To His Excellency, Mr. Kofi Annan, Secretary General of the United Nations.

Mr. Secretary General, I li__il would like to report my personal opinion respectfully in view of the situation in recent global affairs.

The worsening economic gaps between the rich and poor have been unveiled during the past few months through the mechanisms of globalisation. Moreover, changes ignited by the simultaneous terrorist attacks in the United States have unleashed an economic confusion throughout the world which appears to have shrunken the scope of world economy as a whole. The situation in Argentina was based on heavy debt balance which is causing economic and social unrest, and our own country may also be prone to this phenomenon. In my opinion, such phenomena clearly do not have the common ground for quick remedies.

With these underpinnings, I li__il would like to suggest that under UN leadership, paper money should be voluntarily distributed throughout the poorest LDCs(*1), and to adjust economic impartialities the G7(*2) countries should be asked to allow measures to reduce overall debt balances.

Prompt implementation of these measures would not only facilitate the elimination of poverty as a cause of terrorist acts, but the world would also benefit from casting itself out of the economic turmoil. As an initial phase of the program, I would suggest implementing the voluntary free distribution of paper money. I would be honored to have you review this proposal.
