David Blunkett内相は臨時テロ対策法案に対し”終局条項”の追加を提案し、政府が拘留権を保持できるよう、5年ごとの新たな議会決議による法案の見直しを行うよう要求した。

The Government has suffered the biggest backbench revolt of this Parliament, despite amending plans to hold foreign terrorist suspects without trial.
Home Secretary David Blunkett introduced a "sunset clause" in his emergency anti-terrorist legislation, requiring the Government to seek a new Act of Parliament every five years if it wished to retain the detention powers.
Some 32 Labour rebels - including three former ministers - joined opposition MPs to oppose measures in the Anti-Terrorism, Crime and Security Bill which prevent the Home Secretary's decisions being challenged by judicial review.
But with most Conservative MPs abstaining, the bid to block the move was defeated by 325 votes to 89, a government majority of 236.
Liberal Democrat home affairs spokesman Simon Hughes said that the scale of concern over the Bill in the Commons made it unlikely that it would clear Parliament by Christmas, as the Government hopes.
Unless significant amendments are introduced, it faces defeat in the Lords, where Labour does not enjoy a majority, he said.
