Stepping up the fight

The Interministerial Law Committee on Sunday approved a bill drafted by the Justice Ministry to intensify the war against international terrorism by adding new categories of illegal activities and extending prohibitions to activities carried out by terrorists against other countries.

The law defines the "special aim" of a terrorist act as "the promotion of a political ideological or religious cause," and the "nature of the terrorist act" as "an act which, according to its essence and the circumstances in which it was carried out might cause public fear or panic, or is an act aimed at forcing the government to carry out an action or refrain from doing so by causing bodily harm, danger to an individual or a group of individuals, or severe damage to property or infrastructure." The law also gives the government the right to declare organizations which have been designated terrorist organizations in other countries as such according to Israeli law, even if the aim of the organization is not to harm Israel.

The law allocates a 10-year jail sentence to anyone"who transfers property [including money], makes property available or collects property such that it will be used for any of the following purposes; to carry out a terrorist act, to enable the carrying out of a terrorist act, to fund a terrorist attack, to encourage a terrorist attack or financially reward a person in return for a terrorist attack, even if the recipient of the reward is not the person who perpetrated, or intended to perpetrate, the attack." According to the bill, anyone who "transfers property [including money] to an organization which is involved in terrorism, collects property or raises money or is presumed to have done so," will be sentenced to 10 years in jail.

The move came even as the European Commission rejected US calls to outlaw Hamas, commission spokesman Reijo Kemppinen announced at the weekend.

He pointed out that the European Union had banned the military wing of Hamas, but it would not act against the political wing.

Kemppinen said the political wing of Hamas conducted legitimate social welfare activities, which included running clinics and schools: "You can't say that the whole of Hamas is a terrorist organization and certainly that is not our position," he said.

Washington last week urged the EU to seize assets that belong to Hamas.

○今頃こういう法律が出来る(これまではなかった)というのも時代的なコンセンサス醸成のひとつの具体例なのかもしれない。とはいえ運用の仕方次第ではまたどうせ国連とかアムネスティが茶々を入れそうではあるな。

○まあどうせユダヤ/イスラエルがすることはなんであれ一般大衆/世論に気に入られることはないわけだし、揚げ足があれば取られる、上げる前から掬われる、そういう運命なのだ。

○EUで「ハマスはホラ福祉事業とかもやってるしィ」とほざいた奴らがこういう法律の必要性を訴えるような事態になってもらいたいもんだ、あの古き良き歴史の香り豊かな大陸で。
