Israel blames Palestinian leaders for fatal attack

Foreign Minister Silvan Shalom protested on Wednesday after a seven-year-old girl died in roadside shooting, that the Palestinian Authority has "failed to take the strategic decision to disarm terrorists."
Shalom spoke to European Union representatives at his office as Noam Leibowitz of the Yemin Orde Village in northern Israel was being buried near Haifa, after being gunned down in an ambush on her family's car on the Trans-Israel Highway late Tuesday night.
Two terror groups claimed responsibility for the attack, the Al Aksa Martyrs' Brigades, linked to Prime Minister Mahmud Abbas' Fatah Movement, and the PFLP-General Command, headed by Damascus-based Ahmed Jibril.
Leibowitz was buried in a private ceremony in the Nir Etzion cemetery in northern Israel on Wednesday. A little friend of hers, Adi Levy, 8, who used to play cards and Barbie dolls with Noam, eulogized Leibowitz over Israel Radio:
"I know it will be nicer for her up there, but I am going to miss her very much," the little girl said.
Leibowitz's grandfather and five-year-old sister were also wounded in the attack, in which a gunman fired through the back window of the car as it passed the borders of the West Bank town of Kalkilya, not far from the last exit on the highway at Kibbutz Eyal, which is inside Israel. Officials said the gunman apparently crawled through a water pipe to get past a cement barricade to the highway.
The attack occurred not long after Abbas failed to persuade terrorist groups to sign on to a cease-fire in attacks against Israel.
As part of a cease-fire package, Abbas offered the militant Hamas a political role in his government, a participant in the Tuesday talks said.
The shooting late Tuesday threatened to ignite another round of violence that could further set back efforts to implement the already wobbly US-backed "road map" peace plan.
