It listed some of the options remaining to security forces as follows:
テロ対策の手立ては以下の手段に限られてきているとの分析報道。

- Assassinating Yasser Arafat or expelling him from the territories, along with some of the PA leaders that accompanied him from exile in Tunis when he assumed control of the Authority in 1994.

- "Serious harm" to the Hamas movement in the Gaza Strip, targeting the political wing (Sheikh Yassin, Rantisi and others) with assassination or expulsion .
−ハマスへの決定的打撃。ヤシン、ランティシ暗殺または放逐

- A massive, prolonged IDF incursion into the Gaza Strip, on the model of the 2002 Operation Defensive Shield in the West Bank.
−ディフェンシブ・フィールドをモデルとしたガザへの大々的侵略

All of the steps would require high-level governmental authorization.

○政府が認可を与えるためには「国際社会のコンセンサス」が必要だ。ハマス殲滅の必要性をイスラエルに認めること。同時にそれはもちろん、その承認と行動を疎外する「人権/人道/人類愛」的な批判・非難を押さえ込む必要性も伴う。

○イスラエル政府の行動を阻害しているものは何か？
−イスラム石油利権を巡る多数決採否場と堕した国連
−反ユダヤ主義勢力によるイスラエル勝利の妨害意志

○彼らの「武器」は何か？
−人権、人道、人類愛への高らかなる「偽善聖歌」
−殺人意志を黙殺して利用する国際法

○阻害者すなわち「間接的テロ幇助者」たちに手を貸している者はだれか？
−彼らの「武器」に踊らされ過半数を構成する世論およびマスコミ
