Egypt sending intelligence chief in bid to end Arafat-Abu Mazen row

Head of Egyptian Intelligence, Omar Suleiman is scheduled to arrive in Ramallah on Wednesday afternoon in a bid to help end the dispute between Palestinian Authority Chairman Yasser Arafat and Palestinian prime minister designate Mahmoud Abbas (Abu Mazen), Israel Radio reported.

While department spokesman Richard Boucher said it was up to the Palestinians, and not the United States to choose their leader, he came down on Abu Mazen's side on the key item in dispute - picking the security chief.
"There is every reason to support the idea that the prime minister needs to be able to choose his cabinet," Boucher said.

British Prime Minister Tony Blair called Arafat on Tuesday and - according to one Palestinian official - delivered a stern message that everything must be done to assure that Abu Mazen is installed as prime minister.

Arab, European and U.S. officials have also called Arafat in recent days to press him to reach agreement with Abu Mazen so that the latter can be sworn in as prime minister.

Russia's special envoy to the Middle East, Andrei Vdovin, who arrived in the region Tuesday, said the Palestinians "have two options: either to start the project of bridging the gaps in order to form a new Palestinian Cabinet, headed by Abu Mazen ... or the situation will deteriorate as we have witnessed during the last two years."

アメリカ、イギリスとヨーロッパ諸国、エジプトを筆頭にアラブ諸国、
さらにはロシアからの圧力にも関わらず、
アラファトは翻意しなかったようで、
本日の評議会に内閣名簿は間に合わない模様。

争点は内務相人事のほかに、
Mahmoud Abbasがファタハ傘下のアルアクサ殉教旅団の
武装解除を主張していることもあるらしい。
Mahmoud Abbasは武装闘争に否定的で、交渉の開始を円滑にするべく
テロの停止を求めている。
ハマスやイスラム聖戦はこれに反対しているが、
アルアクサ団は新首相の「方針に従う」と声明を出している。
ただし、アラファトは、傘下のアルアクサ旅団を武装解除すると、
ハマスと自治政府のあいだで内戦が起きる可能性があると憂慮しているらしい。
