The terror attack and the response
Palestinian Authority Chairman Yasser Arafat's spokesman hastened to denounce the attack. The denunciation sounded more sincere this time than in the past. Palestinian society and its leadership is gradually coming to understand that violence, terror and mass terrorist attacks against civilians will achieve the opposite of what the suicide bombers and their dispatchers want. The Israeli public accepts, according to various indicators including the Knesset elections, the certainty of withdrawal from most, if not all, of the territories - but not under pressure and fire.

これまでよりずっと心がこもっているように見える。
パレスチナ社会とそのリーダーたちは、市民へのテロが
自爆テロリストやテロ計画者の意図と反する結果しかもたらさない、ということを
だんだんと理解してきている。
この前の選挙結果などでもわかるように、イスラエルの民衆は、
すべてからではないにしても、大部分の占領地からの撤退を
受け入れる準備が出来ている。
しかし、テロに押されて撤退することは受け入れないからだ。

テロが起きるかどうかは、テロリストたちの意思ではなく、
シンベトやIDFの能力次第である。
しかし政府は軍事行動を控えることで得られる効果を考え直すべきだ。
Last August the government of Ariel Sharon, Shimon Peres and Benjamin Ben-Eliezer disrupted the coordinated effort with the Bush administration and moderate Palestinian officials, to find a new negotiating partner for Israel. Following the terrorist attack on Allenby Street in Tel Aviv, the IDF was sent to close off the Muqata in Ramallah and to isolate Arafat in it. The result was destructive to this joint effort - the group that had risen against Arafat dispersed and the changes in the Palestinian leadership were put off by half a year and more.
The events on Moriah Street should press home the lesson learned from Allenby Street. Israel has a supreme interest in promoting the chance for peace, in protecting the lives of its citizens and their well-being, and in maintaining the world's approval - an approval that was harmed over the last few days due to the killings during IDF operations in Gaza. To achieve these goals it is necessary to exert minimal rather than maximum force, and to focus on defense rather than occupation and oppression.

穏健なパレスチナ指導者との協力の可能性を探っていた。
そのときにテルアビブのアレンビー通りでテロがあり、
国防軍は報復としてアラファトを包囲した。
その結果として、アラファト支持が高まってしまったため、

今回のテロに対しての作戦は、その教訓を学ぶべきだ。
和平への機会を提供し、市民の生命を守り、世界各国からの要求に答えるためには、
