Large numbers fled the south after Israelis dropped leaflets
warning of attacks.
Others have been unable to leave,
often because they have not found the means.
The Israelis have taken that to mean that they are therefore Hezbollah.

イスラエルが攻撃を警告するチラシを落下させた後、
大多数は南部から逃げました。
残りの人達は立ち去ることが不可能でした。
手段がなかったからです。

Israeli justice minister Haim Ramon announced on Israeli army radio
Thursday that "all those in south Lebanon are terrorists who are
related in some way to Hezbollah."

イスラエルのハイイム・ラモン法務大臣は、イスラエルの陸軍ラジオで木曜日に
「南レバノンの全ての者達はヒズボラと何らかの関係があるテロリストです」
と発表しました。

Justifying the collective punishment of people in southern Lebanon,
Ramon added, "In order to prevent casualties among Israeli soldiers
battling Hezbollah militants in southern Lebanon, villages should be
flattened by the Israeli air force before ground troops move in."

南レバノンでの民衆への共同の罰を正当化して、ラモンは
「南レバノンでヒズボラ闘士と戦っているイスラエルの兵士達の間で死傷者を
避ける為に、地上部隊が入って来る前に、村がイスラエル空軍によって
平らにされるべきです」と付け加えました。

On July 23, a family left their village after Israelis dropped leaflets
ordering them out.
Their car carried a white flag, but was still bombed by an Israeli plane.
Three in the car were killed.

7月23日に、イスラエルが村を立ち去るよう命じるチラシを落下した後、
ある家族が村を去りました。
彼らの自動車には白旗が掲げられていました。
しかしイスラエルの航空機によって爆撃されました。
