The Chinese government's behaviour during the SARS epidemic is reminiscent of the way it dealt with a previous health crisis. In the early 1990s, Henan's state-run blood collection centres used unsafe practices that spread HIV to villagers who sold their blood. After trying to deny the fact, the government said that several thousand Henan residents were infected with HIV as a result. However, local activists and doctors say the number is closer to one million. In recent years, provincial police expelled Chinese and international journalists attempting to report on the province's AIDS epidemic (See China report on IPI WPFR 2001).

However, using the Internet and e-mail not only to distribute but even to download or read information considered sensitive and therefore forbidden ? topics such as human rights and democratisation, Tibet, religion and cults, HIV/AIDS, among others ? is punishable with heavy prison sentences.

In September, Web publisher Wan Yanhai was detained by the secret police for one month, accused of publishing a confidential memo from the Henan provincial health department that documented prior knowledge of widespread HIV transmissions through blood transfusions promoted by the government. In the villages, where the government-sponsored blood donation campaigns took place in the mid-1990s, the adult infection rates ranges from 50 per cent to 80 per cent.
