the Koreans protested Japan's annexation of Dokdo the moment they found out in 1906.
The Governor of Uldo (Ulleungdo)claimed the island was already part of his county. The Central government objected, and the newspapers in Korea also criticized the action.
The real truth is, Japan wasn't interested in Takeshima until they realized they could use the island for installing military watchtowers in the Russo~Japanese War.
