こんなのは、シルバーさんあたりが詳しいのだろうけど。
ちょと” parliamentary immunity”で索引を引くといろいろ出てくる。
大体、15・6世紀のイギリスや、フランス革命あたりのフランス議会が上げられるのじゃないかな。

England: The origin of parliamentary immunity
The concept of parliamentary immunity originated in England under the term "freedom of speech." After years of debates, speeches, actions and votes of members were exempted from prosecution "anywhere except the Parliament" in the late 16th century.
However, this advantage which protects the members of both houses from external interference does not grant an unlimited right of expression. Members are subject to punishment if they use certain derogatory words.
