Although the Security Council has drawn up decisions to "denounce" Israel for its illegal actions, the Security Council has NEVER decided to act under Chapter VII of the UN Charter to enforce its actions on Israel. The US has conceded to accept these "denouncing" resolutions, but never had US endorsed a resolution calling to act under Chapter VII. So it's not the matter of state parties not having the WILL to act under Chapter VII but the Council has made the decision not to apply Chapter VII so the state parties are abiding by that decision. Comprende?

Yes that was THEIR point. But the majority of the world believe in the reports made by UNSCOM and IAEA that Iraq did not have the potential to delploy WMD. So whatever the Americans and British say, fact remained that Iraq was, after all NOT an imminent threat to the US. However, due to terrorist insurgencies occuring from within and without, Iraq's security and peace is a matter of internatinal concern today.

Nope, it's a matter of due-process. No other state have ever defied the Council decision and refused to cooperate, except for one country that once left the UN but came back later. Check the UN history and you'll see how effective the Council decisions have been.

Because there is a basis to call them a law-offender, because the law is THERE.

It is true and I must admit that Int'l Law has its LIMITS. BUT that does not nullify its existence or meaning and the significant role it plays in the international scene. Otherwise, this world would be a much worse place.
