対イラク武力行使

ホワイトハウスが発表したコミュニケの内容はくだらないんだけど、McClatchyの記者をやっているイラク人のブロガが書いた契約の仕組みと合わせて読むとなかなか面白い。

経済関係の協力についても書かれているのだが（「Second: The Economic Sphere」の後）、まあ普通に考えて、少なくともイラクが自国のカネを使って米国に経済協力を求めて得することはまるでない。だいたい賃金差や物価が違いすぎる。得するときは一つだけで、米国がカネ（つまり、米国民の税金）を使ってくれるとき。ブッシュやチェイニーくんは、しっかりと仲間内の利益を考えている。なぜなら、米国発注からイラクに至るまでの仕組みはこうだから。

このイラク人ブロガによれば、「sub-contractor」つまり「下請け」なんて言葉、２００３年になって初めて耳にしたらしい。

In 2003 , we heard the word of sub-contractor for the first time as the main contractor should be an American person or company , passing it to a sub-contractor from Jordan or Kuwait till it reaches another Iraqi contractor whose job is not a contractor ,but the American side gave him or her a chance to have lots of money without any kind of efforts, most of the time they are ministers , officials and sometimes interpreters .The last step will reach the contractor who will be on the ground with a little money which will effect the quality and quantity of the work.
