The prime minister, John Howard, has accused the President George W. Bush of behaving in a foolhardy fashion.

　 "Irresponsible behaviour, whatever the cause may be, is not acceptable and should be criticised," Mr Howard said.
　 The foreign affairs minister, Alexander Downer, says Mr President acted in a reckless way since he was born.
